I have been fortunate enough to have seen lots of HS footabll in the south, and in CA, and NV. At one event, I sat next to a univ. of FL recruitor...he was the WRs coach.
He told me, and I quote: "I have no doubt that kids from IL could play WR here, lots of them; but there are enough kids in FL for all the FL schools, so we simply save a lot of money by recruiting kids in FL and nearby states...he paused and said FL only sends him to states 'farther away' if the kid is an exceptional talent AND being recruited by another SEC school. otherwise, it's 'it's the same kid, but we have a lesser chance of getting him, because we are further from home, and it costs us a lot of money to recruit. The urban legend that football talent is deeper in the south is just that."
He did go on to say, that there are probably more kids playing HS football in the south, but that this was just a numbers/population thing
