If you've been recruiting for any amount of time, we've all come across candidates that we know are just not exactly right for the position. You know that there is something in their experience or other item in their resume that just does not fit the position that you are looking to fill. The average recruiter will submit this candidate with the hopes that maybe the decision maker will say: "wow, this guy is close, maybe I'll give him chance". Here's what I say, when faced with a marginal candidate, don't submit him. Remember the average recruiter will try to push this square peg in a round hole. It won't work and if anything it will give you a reputation for trying to push marginal candidates.
On the other hand, the remarkable recruiter may submit fewer candidates then the average recruiter, but the candidate that he does submit will be either on the mark or above the mark. When you have a choice between submitting a candidate that you know is under qualified versus submitting a candidate that is over qualified, it is almost always better to submit the overqualified candidate.
